Chief of Staff

The following six sections of the Maryland State Police report directly to the Superintendent's Chief of Staff:

The Executive Protection Section provides protection for the Governor, and limited protection for the First Family, Lieutenant Governor, Comptroller of the Treasury, Treasurer and Attorney General. While continuing to enjoy national recognition as a leader in state-level protection, they have also provided protective assistance for many Governors, Lieutenant Governors and First Ladies during visits to Maryland and Washington, D.C.

The Legislative Security Section ensures the safety and security of the General Assembly while in session, and for four standing committees of the Senate, and six standing committees of the House. Additionally, statutory committees, and the 12 joint House and Senate committees are afforded security when meeting year round. Further security enhancements include x-ray machines at each public entrance, implementation of a comprehensive evacuation and incident response plan, and additional manpower commitments from the MSP and the Department of General Services Police.

Any allegations, or complaints of misconduct, against members of the Department are investigated by the Internal Affairs Section. It is staffed by eight regional investigators, and there are offices in nine barracks.

The Labor Relations Section is responsible for ensuring the appropriate application of the State’s Collective Bargaining Law found in the State Pension & Personnel Article, Title 3. The Labor Office schedules, facilitates and publishes minutes of monthly labor management committee meetings between management and the various exclusive representative organizations. The program manager acts as the Department’s representative during statewide negotiations and is responsible for training, provision compliance and interpretation of ratified agreements. .

The Fair Practices Section manages concerns or complaints dealing with such topics as discriminations, harassment, retaliation, unfair treatment, employee conflict, hardships, poor performance, and domestic issues.

The Legal Counsel Section provides representation to the Maryland State Police and the Office of the State Fire Marshal, and their personnel, in all civil actions filed in State and federal courts. The section also initiates forfeiture cases; provides legal advice to Department personnel and the Maryland Emergency Management Agency; review contracts, agreements, and memoranda of understanding entered into by the MSP, Code of Maryland regulations, Drug Enforcement Agency forfeiture agreements, administrative charges, procurement issues, and answers citizen inquiries.
