MARYLAND STATE POLICE WILL BE PERFORMING MAINTENANCE AND UPDATES ON VARIOUS
SYSTEMS, INCLUDING THE LICENSING PORTAL AND THE E-GOV/MY LICENSE (HQL, QHI
& LEOSA) SYSTEMS. DURING THIS MAINTENANCE PERIOD, USERS MAY EXPERIENCE
LIMITED TO NO CONNECTIVITY TO THESE SYSTEMS. THE MARYLAND STATE POLICE IS
ADVISING USERS TO REFRAIN FROM UTILIZING THESE SYSTEMS DURING THE MAINTENANCE

Senate Bill 760 (2023) and Senate Bill 729 (2024) Updates:
The Maryland Department of State Police has issued the below Advisory to provide updates on the status of the following bills:
Senate Bill 760 (2023) mandating Security Guard Training, creating Security Guard Employers and establishing reporting requirements.
Senate Bill 729 (2024) amending and creating additional reporting requirements. SB729 also delays the enactment date of SB760.
Further updates and guidance on these bills and their requirements will be posted to this website in the near future.
The Maryland State Police Licensing Division administers the provisions of the Annotated Code of Maryland and COMAR related to: the licensing and registration of firearms; handgun permits; security guards and agencies and other licensing functions as defined by statute or regulation.
